Andrew I do believe there is a rule already in place.
Something that could be of a help would be the way it is posted. I would hate to say it - but things may become a moderator issue. Where each point has to be approved.
Also some posting for guidelines with rules and such as do's and don'ts may help.
Just some thoughts for the issue here.

People may have been deluded, however.
Gary Glitter might have been cool....until he was found to be a kiddie-fiddler....
George Michael might have been cool...somewhere in between Wham and public dunnies....

Um! Dancing with your sister??
Back when I was a lad, that was definitely NOT cool... at all! Shoot, I would have even had fun poked at me if I was seen in public with my sister. Back then, it just yer mates, so it wasn't cool to have yer lil sister tagging along... tho it might've been different if she had been yer big sister. Anyway, back to Boy George!! I have to agree with Jafo here... Boy George is/was as cool as molten lava under a blowtorch in the extreme tropics during a heatwave.
However, I have to disagree with George Michael and Gary Glitter ever being cool. The only way either of them could get my toes tapping was if I developed St Vitus dance during one of their songs. To me, they were/are rather insipid as 'supposed rock stars' At least Black Sabbath and Led Zeppelin did manly things... like throw TV sets out of 10th floor hotel rooms.

At the end of the day when you log off and climb into bed...Karma gets left behind at the door of WC. Your not going to get a Holiday in the Swiss Alps for X amount of Karma.
I took your post at a light hearted attempt at humor...I'm sure that was the way you intended it.
