1. Text Margins (at least for the bottom panel, and left side)
2. Maybe Vista Margins messing up XP one (Extra Tab)
3. Maybe some Gremlins escaped of WC servers in your computer

On Windows Vista
Top Bar 399 x 6
Programs 250 x 70
Place 150 x 170
All Programs 270 x 23
Bottom Bar 298 x 45
On Windows XP you could try these settings
Top Bar 399 x 75
Programs 250 x 70
Place 151 x 70
All Programs 270 x 23
Bottom Bar 398 x 50
Another thing you could do is also if your subsstyle also in UIS2 is open up SkinStdio 5 if you have it and by highlighting the pieces of your start panel on the right hand side you will see a column...if you scroll down I believe it says something like MORE you can right click on this and Say Add Attributes as that also might be the problem...
