IR and basically my whole crew.. also Dani, MikeB, PixelPirate and the much busier thesedays sydneysiders.Everyone is a great skinner in their own way.. if you enjoy it, it's doing something good for you.

These are not, by any means, in any order of importance whatsoever.
For Windowblinds:
Hippy: Impeccable work. Very clean, very high quality skins. An almost obsessive attention to details.
Tiggz: As Jafo said, he kind of popped up out of nowhere and within a few uploads had won over the hearts and imaginations of nearly everyone who saw his work. Including me. (Hello Tiggz)
Danillo/Treetog: Ok, some might not like that I've lumped them together when they're clearly two very distinctive skinners, but I did so because both create top notch, top quality skins but even more than this (somehow) they produce heavily detailed work. The kind of detail where I can't help but sit back and just shake my head in bewildered amazement. "Are you kidding me? Oh my.." is my typical reaction to either one of their contributions.
MikeB314: Just an amazingly inspired artist. Meticulous attention to details. Always clean, efficient, graphically pleasing skins. Not just with Windowblinds, either.
Essorant: I'd say known for wholly usable skins, characterized by his usual very clean lines, elegant curves and colors. What Danillo does for 'Cool!' factor, Essorant does in 'That's just sexy'.
vStyler: John's excruciating perfectionism absolutely shines through. Unique skins, worlds different from each other yet still contain, somehow, his trademark style; I can typically tell his skins from the thumbnail alone. It's skinners like vStyler that leave me unsure whether to feel totally inspired, or totally defeated.
IR. Brainiac: Pretty difficult to beat his unique style. And if anyone pushes WindowBlinds to it's capable limits, I'd say Brainiac's most certainly one of them. Can definitely tell it's his work from thumbnails alone.
JJ Ying: Another "out of nowhere" kind of skinner, to me. Very nice work. Always fresh, clean, vibrant, wonderful details; cohesive work.
Gabriel: Not sure where he took off to (if anywhere?) but I miss his work. Can't tell you how long I used gPod2 for. Pushed other skinners during his peak times to do more, try harder. Wonderful contributions.
adni18: A definite classic. All of his works ought to come with Windowblinds because they're all, to me, that usable, that clean, that elegant.
PixelPirate: I'm a bit biased on this, his FearFactory skin won me over. You had me at hello, mate! More exquisite attention to the details (It's true: it's all in the details details details, folks. The subtle, the not always discernible or articulated details that comprise a fantastic skin.)
Bones2112: I miss Tom. Not only is Tom a wonderfully selfless aid to others (Like NightTrain) but his work is just simply top notch. Miss seeing a flow of his stuff in the galleries, here. A dedicated, tenacious skinner. Which leads to:
NightTrain: Another skinning great. Am still amazed he was able to create so many skins in such a short period of time *while* maintaining quality, uniqueness and usability. Also a fantastic help, it seems, to any and all who venture his way for assistance. Thanks, Craig.
No doubt I've forgotten - somehow - some, but such is life. You might as well be asking my favorite bands, or musicians. I don't think the forum could handle that request.

None of my all time favs are 'active' anymore, so I won't be mentioning them.
Only have one 'active' fave: Kittymalone

My favs (and I'm picky)...
PixelPirate -- one of a kind stunning work
I.R.Brainiac -- though I rarely if ever use them, great and innovative skins
Mormegil -- just plain awesome
MikeB -- smoothness and style
JJYing -- fantastic overall vision
danillioOc -- would be nice to see another great skin
Tiggz -- great in the past, even better now
Homeryulo -- I so miss his wallpapers, like none other
TSF - (yeah yeah) thier artist are top notch
DigitalCHET -- some wonderful mockups lately, but needs to get 'em out there
PoSmedley -- for being Po'
NightTrain -- for his speed and ideas
Stardock Design -- only because they swipped up some of the best, negative marks for them not having time (or whatever) to make some of thier own stuff
and many more (kitty, giz, meesiah, navi, aroche, A67 and so on

There are so many categories to cover here I could write a book. If you want to know who's good....check they're downloads...they didn't get that many for being bad at what they do!
Oh...and me of course.
