Themes really not working on Vista

When I use a theme, it either turns the look to how windows looked before xp or then it cuts a few inches from the bottom and top so I can't see the buttons etc. What on earth is the problem?
I'm using Windows Vista Home Basic

In the WB config, click on the System info tab and teh copy info button. Paste here in the forums.
