Start Icon and borders of windows

Completely screwy

Ok so every Vista skin I've tested fails to display my Start menu button (actually it's attempting to display it but it's just off-screen) and all of my windows have either a black or purple border around them (when the skin isn't all straight lines).

 

Anyone know of a fix for this? Also, it's messes up my Internet Explorer a bit.

Try disabling per-pixel borders? I dont really know... I belive there is a checkbox labled "Enable if you get a bad image" somewhere.
