Hi what's this bar and how do I apply it to my WB theme?
And is there a way to make this part -
appear when I put my mouse over the applications on the dock?

the top bar happens to be a Styler toolbar theme. Basically it skins the default explorer tool bars with a preset theme. Try here for more information WWW Link

promaster12 sorry I missed you mentioned on the dock in you second pic. WindowFX can do that with items in you taskbar.

In your first pic, do you know what web browser it is? It looks like it could be the controls for tabs functions.
In your second pic, WindowFX has a function that can do that I believe.
