Clipping background from another monitor

for some reason my toolbar keeps clipping my background from my other monitor, when i have Aero theme enabled it does not happen, when i move the toolbar around it seems to clip that too... so my toolbar has the background of my other monitor but the rest is fine, its hard to explain 
as you can see in the circled area in the bottom left its showing a different picture than matches of the background, i dont know what is causing this 
but it didnt occur until i changed my bacground... which puzzles me, because im using the same program to have different backgrounds as i did before (displayfusion), even when i change the background the same thing occurs
btw i 
Vienna skin, i would hate to have to change it

good idea, but unfortunately its still occuring.. i disables the blur even if it has blur enabled... even made the transparency set to 0
