Installing themes

Can someone please tell me how to change the themes in OD? I've searched the forum and couldn't find any instructions or anyone else asking this question.
I see the themes folder but it's empty. I downloaded some themes from WC, but they don't work...I'm confused..Sorry .

There are several tutorials at the bottom of the page that Philly linked to in regards to changing backgrounds, adding docklets, etc.
