The apps need to be designed for portability in order to be used. In this case PSP or PhotoShop are not portable. There are other portable apps out there that will run from within this program.

You can add any portable apps to it. I put in Opera's usb version and a number of custom gadgets.

I don't know what you are referring to when you say skinnable but, the menu isn't aside from the icons.
Somewhere I saw that the menu may have been done in DesktopX; so, consider this my open offer to the author to either make it skinnable or help him/her.
Edit: Okay, I see it's in the beta
