Skins not working on internet taskbar

Hi i've tried this with many different skins and none seem to work. they work great everywhere else except for the internet. the taskbar (bit with tools, home, print etc) just has a plain black background. this is with internet explorer 7 windows XP. Why does this happen and can i change it?

Windowblinds can't skin IE7 buttons in XP.    (

Two options.. IE6 on XP or IE7 on Vista.
