Weather Docklet Fly Out Question

Hello:
Just downloaded OD and have a question: why does the weather docklet not allow the "fly out" when the weather docklet is in the bar with tabs, but allows the fly out in the bar that doesn't have tabs?

I checked, and while I can see that option the program won't let me check it.
