It is a Windows XP bug, Microsoft has no plans to fix. It is an issue as to how XP handles per pixel/transparent layers. Best fix is to reboot. This issue affects some more than others, it happens to me at most a couple times a month.

Happens to me once in a great while,. a reboot should fix it like Cavan1 said.
