WindowBlinds 6 rejects skins
but insists on using the windows classic theme

Any suggestions on what might be causing it?
Windows XP Pro SP2
WinFast A250 - 128MB GeForce4 Ti 4400
AMD Athlon 1.2GHz
WindowBlinds is installed correctly on this PC
WindowBlinds appears to be activated on this PC
Your machine supports per pixel borders on WindowBlinds skins.

Could you post the rest of the troubleshooting text please.

Could you also post the version/date of your video drivers?

Your Stardock account does not show any software purchased, could you have a 2nd account under a different e-mail perhaps?

That's odd. It should have WB6 in there. Not sure what happened, then. :/
EDIT 2: Reverted back to WB5.5. Everything working fine now.

Also have you tried applying skins with Theme Manager?
If you don't have it give it a try from here: https://www.stardock.com/products/thememanager/
