WB Frames and CursorXP

I have read through the posts on resolving CursorXP layering issues, https://forums.wincustomize.com/?forumid=177&aid=154383#1275116, and have defraged, several times, and at least have CXP on top of most things, usually. Here is an example of what is happening now.
As you can see the cursor is on top of everything except the WB window frame. Also, this does not happen ALL the time but enough to make it really aggravating. I took this screen shot a few minutes ago, switched skins from Annihilator to Onix and back and now the frame is on the bottom.
I recently switched to the WB6 beta and like it quite well. I didn't have these skins under WB5 so I can't say whether WB6 is the culprit or not although I never ran into these problems until post-switch.
Does anyone have any thoughts as to what might be happening?

It's a Windows layering bug that Microsoft has labeled "not going to fix."
