I'm looking for this amazing toolbar but didn't know how and where to get it.
Does anyone know where or how to get this toolbar?

That's a "Styler" toolbar.

Look through this gallery: WWW Link and you'll find it or something very similar.

You need to install Styler to use these toolbars. You can get it here: WWW Link
