Creating Wallpaper and Screen Savers

What program do you use to make wallpaper like Snug and Out of Control, preferable free. Also what program do you use to make the screen savers, preferably free as well. I'd love to make some of these but I don't know how and I don't intend to spend money. If you can answer these it would be great thanks.
