I'm about halfway through 2 skins that i'd like to upload, and i've been looking around, but i can't find where i'd go to upload them...where is it?

I'm also wondering how people get to be master skinners...do moderators just choose them or do you have to register in some way?

Moderators/Admins choose them, though that follows public/community contributions leading to several 'rank' changes/promotions prior to 'Master' level.
The promotion to Master Level is a majority-vote determination so as to not be perhaps biased or prejudiced for/against, but reflect a true standard/status/opinion of the Community as a whole...
