Submissions penalties

Hi all, I've uploaded some bootskins and I wonder if there're penalties applyied to your skin before validation and in what cases.
I've updated a skin more than one times before validation, and its rating have been lowered to 2 stars.
Another skin was uploaded with bad files, the color tables were different between the image and the progbar, rating lowered to 2 stars before validation.
The skin was not validated, not visible anywhere... except in my Recent Skins page, I guess there are few chances that somebody downrated it.
Is there a link between these facts and the low rating ?

Great. Now I have visions of Zubaz as the Jame Gumb in Silence Of The Lmabs...standing infront of the mirror with 'it' tucked...saying over and over..."It puts the lotion in the basket...".

Oh yeah.. well, my vison consists of a Masked Lizard with No Underwear, standing in front of a mirror squeezing a tube of lotion in a basket, chanting "The Peoples Court" while seeking punishment for not purchasing the lotion at K-Mart.
Phoon needs to seek help and/or shelter...
