No downloaded skin works!

Hello
I tried do download a skin from Wincustomize.com
When I want to download selfmade skins, always these window appears:
Then I downnloaded the skin in a folder, and tried to open it. Now this appears:
The skin don't have a name!!
And when I click on it, the skin always hasn't got a titlebar!
Can anyone help me?

dont format your computer anymore. leave it be. you're having troubles with this WB and nothing else right??? If you are, then leave your poor computer alone and focus on the problem at hand.

No, UAC is on. Is it possible that UAC causes this problem?
