Does Window Blinds disable the XP Windows Display Properties Interface?

I seem to be finding that if I right click on my desktop and select "Properties", and then go to "Display Properties/Appearance", and then click on "Advanced", I find a new interface installed by Window Blinds. At the bottom left corner of this interface window is "Other Advanced Controls" By clicking on "Other Advanced Controls', I then arrive at the old familiar "Advanced Appearance" interface that I used to use to alter my Windows appearance. However I find that my computer does not respond to any of the changes that I make there. Is my Window Blinds opperating as intended?

Which changes? some are controlled by WB when it's loaded.
