Is there any way to stop object dock from popping up when the oppisite side of screen has the mouse over it?

It sounds like you have a hotspot there.
Go to Dock Settings |Hotspot
If any of the arrows are white, click on it and in the box below chose the "do nothing" option.
See if that helps.
