How do i install a theme?

Yes another question that prob being asked 100+ times but there is no FAQ so i cudnt help myself, i came across this sexy theme 2 day( https://www.wincustomize.com/ViewSkin.aspx?SID=1&SkinID=5968&LibID=1 ), downloaded it and it downloaded as a file that windows hasnt a clue what it is .. any links or replys for help?
