No Z-Ordering option for Tabbed Docks?

I'm using Object Dock 1.3 and I don't see any Z-ordering option (Always on Bottom)under the Tab Settings. As a result the tabbed dock always pops out when I move my cursor near the top of the screen when there's another window open and on top. I fixed this temporarily by delaying the mouse activation so if I do move my cursor to the top of the screen and then move it away quickly the tabs won't pop out. But is this a bug that they forgot to include this option?

Well there is a way around this.

Open Dock Settings > HotSpots > select the area where your dock is > then under the drop down menu select do nothing to this tabbed dock > select the Positioning tab > Uncheck MouseOver Activation.

I guess I could do that too, but then when I move my mouse to the tabs they won't automatically popout anymore (I have 'show dock as drawer' checked). I have to click on the tabs to make them come out. Does anyone else have this problem with OD 1.3?

It's not really a problem, more of this option not being implemented by developing restraits. I honestly don't believe that Stardock would deliberately exclude Z-Ording on the Tabbed Docks if it were possible (maybe I'm mistaken).
