Object Dock (free) not obeying the Z-Ordering

I have the Z-Ordering set to "Always on Top" and the Autohide selected.

If I have a window near the ObjectDock, it opens under the nearby window, not on top of it like it is supposed to do. Works good on my new SLI graphics computer, but has the unexpected behaviour on the older Matrox G-450 graphics card computer.

OK, playing with the settings, I fixed it, but it isn't intutive.

Under the three z-order options, there is a checkbox that says "Use mouse activation"

It was checked, but greyed out and I couldn't uncheck it. I had to change the z-order to always on bottom, then I could uncheck the box, then change the x-order back. Now it works fine.
