how can i make one?

I've downloaded bootskin and i can change my bootskin but i don't know how to make one.

If you look inside one you download...[a .bootskin file is just a renamed .zip file]...you'll find 2 images and an ini file.
The Ini file is a text file that gives the names of the images used...and the placement of the progress bar.
The two images are...one 640x480 background bitmap..
...and one progress bar bitmap.
Both MUST be the same colour palette...and also ONLY 4bit colour...that's 16 colours in total.
That's about it, really...
