How do I get the all programs menu transparent at all?

hello my problem is that I cant get the start/all Programs section skinned in transparent...

That menu does not support transparency yet.

I could have sworn I had a skin with a transparent all programs menu, desktop context menu also I'll poke around...although I've deleted quite a few lately

you need to upload it first to a hosting sight such as imageshack or photo bucket.
