Direct X Damaged

I don't know what to do. Any time a program uses Direct X, the computer locks up. I tried updating my video drivers, but now my computer will not start up with the Video Card write and read control set to on. I have an ATI Radeon 7500 video card with the latest catalyst (6.4). No games work and even scrolling in the browser is unbearably slow.

I believe I have read that the latest Radeon video card has caused many problems. You should try going back to the earlier driver.

I have also a Radeon card 9550 as soon as I updated the new version of DirectX my system crashed but after a disk check up everything went back to normal...
