How can I actually create a progress bar for a bootskin?

I would like to learn how to do this so if anyone can let me know how to, either by a simple explanation or by providing a relevant link on how to do so, this would be very much appreciated ( oh yeah I don't have PSP or Photoshop ).
I have also seen some progress bars with images rather than boring old dots/blocks in them. How is this done?

Thanks alot for your guys help but I have to admit I've cheated somewhat. I've incorporated your ideas and have used them together wth a great application caled Bootskin Buddy.
A little bit of fiddling here and there and I can get what I want.

I have variations on 6 Bootskins to send to the original authors. How can I do that???
(I have an account but don't have a Wincustomize subscription.)
I'd like to see these novelty bootskins in the shared library for others to enjoy, if the authors want to do so. I have updated the coloring quality or added simple features to the original skins for my own use. They are tested and look great!

Ones using images would be an image reduced to 22x9, image must be on screen image when reduced to 16 color, then copy to folder as bar after so that colors will be of same palette. Doing it this way put bar on a part of screen image that is solid color, all black say, so it can be painted out after it is saved and not be a noticable fix.
