skinning taskbar and start menu

I just wanted to ask if it's possible to skin the taskbar and the start menu WITHOUT using programms like wincustomize.
If it's possible, then please give me a site with some information or post something else that helps me.

i want to make my taskbar transculent without changing the whole windows' skin and installing a new programme.
