This skin is fantastic! However, it is bugged when skinning IE9. Minimize the window and then maximize it again, and the border around the tab and URL bar gets shorter. And resizing the window, while fixing that, causes the URL bar to continuously get longer, eventually pushing the tabs all the way to the right in a very small space.
Other than that, great job! If those bugs get fixed, I'd say it's perfect!

I have tested the skin in IE9 and am not getting the same effect, Sidran. Don't know what's causing the issue, sorry
