Yeah. WC experimented some problems with their server and as a result the libraries went down and some other things are not working properly. It will be at least a week before anything goes back to normal, so just be patience

I just did a download test and it downloaded fine.
Try this Right click where it says [Download] and from the menu 'Save Target As...' Save the file to My Documents and then try installing the skin by double clicking on the EpochII.wba icon

i just tried that, and went to change theme in control panel but it wasnt there

I tried just going to my documents, but it says: C:/Documents and settings/ (my real name)/my documents/epoch2.wba is not a valid Win32 application. this really sux, i wanted to use this theme soooo bad

Im glad you got it installed. 
Try this for the other colors Right click on any area of your desktop and from the menu click on 'Properties'
Click on the 'Appearance' tab. From the Windows and Buttons menu Epoch II. And from the Sub Design menu the color you want

No, the screen shot was edited to show the other colors but you can only use one skin at a time

This skin doesnt have a NextStart, the side bar you see on the screenshot is just the regular taskbar. It is just to show that the vertical taskbar is also skinned
