I tried setting it up like you said on the SS but every time i click on the task bar it goes under.. it wont stay on top even if the option is checked. Any ideas on how to fix it?

this is still a bug in Sysmetrix, it happens to me sometimes also. Try rightclick on the sysmetrix tray icon and afterwards anywhere on desktop, this willbring it back
