hey, i got IconPackager 2.5, and i cant still open the color files, what do i need, it says something about a ICL file, but i cant use it

I Love these Red icons but for some reason it re aranges my icons all the time and i can never keep them where i want them and some i get what looks like a grey paper and not the icon i even tried reinstalling them. i have the newest version do you know why its doing this?

I do have to say that these do make my Umbrella Corporation desktop look the 'business'. Nice one!
