The Gimp program is free http://www.gimp.org/
I have never used it, and here that the learning curve may be considered steep, but some artists seem to like it fine.

Just delete any background layer behind your graphics.
GIMP is almost as powerful as Photoshop and as Photoshop
it needs some time before you know how things work in it.
Tip: Many tasks can be found under the right mousebutton.
