It appears as if you're using a DesktopX theme. DX themes don't skin windows (including the Start Panel). You would need the corresponding WindowBlinds theme to skin that to match the DX theme you have currently.

yes i use DesktopX. what is the program for the skins??

post the pic at someplace like photobucket - copy the url it generates (don't use image or tag) paste that url in the box that pops up here when you click 'image'
