Ahhhh! I get it.....a fallout shelter (but from what?), and govt taxes 'd be higher cos you're using multi-levels on the one plot o' land. Don't seem right, do it? A troll should be able to have upstairs downstairs accomodation without additional govt costs bein' heaped on top.
Seems to me, the b*****ds would impose a tax on methane emissions if they could account fer how many times ya farted per year But wait a minute....hold them thar horses!!! Some wise-arse committee member will eventually come up with a provisional tax, based on national averages......and if ya fall short of yer annual quota, there'd be a special form to apply fer a refund. 
However, I am somewhat curious, given that I'm not familiar with the feeding/dietary habits of trolls, as to whether you'd be entitled to a refund...or if you'd have to pay more?

And dinner, supper, breakfast and in between snacks....the quantity of baked beans, onions, mushrooms and popcorn. I hear tell that aerated corn like that can have an almighty effect, should one consume it in large quantities......guessin' you'd need all 12 of them thar other levels ta git away at times....a better than average ventilation system, bein' underground n' all
