Mouseover reflects same old text

wHEN SOMEONE CHANGES A TEXT LINK, THE NEW TEXT IS THERE, BUT WHEN THE MOUSE HITS IT THE OLD TEXT IS DISPLAYED. ANYONE KNOW HOW TO FIX THIS PROBLEM. I AM NEW TO ALL THIS AND AM LEARNING QUICKLY, BUT AM STUMPED BY THIS?
