Here's the thing - I have this little unimportant docklet. From time to time it occurs to me that I can improve this or that or I should fix some obscure bug. I cannot afford to spend too much time on it, usually up to a (very) few hours a week, so I cannot have it updated enough in a week to make it worthwhile to be downloaded again, but I want whoever downloads it for the first time to have the newest possible version. I'm using a week as a time frame because it gets downloaded up to several hundred times in a week. I don't want my silly docklet to stick in the face of people who have already downloaded it every time they check for new docklets, it's annoying, and the more seasoned among them will definitely assume that I'm just DL-stats-whoring. I don't want to annoy people, I care about these things.
Furthermore it would be nice to be able to update just the description of the skin (docklet) without it reappearing on top of the list. Right now I want to add in the description that I'd like people to comment on the effect that I added, but I'm not sure what will happen if I change just the text, while the file stays the same.
