How Do You Make a DesktopX Widget with 3.1 Standard?

I want to make a replacement for Office shortcut bar for 2003 users

Is it possible to make a DesktopX widget with DX3.1 Standard? How?

Short answer: yes (If you mean widget, that must have DesktopX installed to run.)
If you mean gadget, which runs as a stand-alone exe with or without DesktopX, then you need DesktopX Pro.
