Theme Creation

Could anyone tell me how to make a theme (Or a Tutorial would do) a theme like the LCARS system, and things like that.
that replace the Start menu and the like.
What version of DesktopX do i need?
If i deem, that i can't make it (For technicel Reasons, IE Brain shutdown 'couse of Coding) would anyone be able to take my idea and make one for me? as in, Do all the coding and the like based on my idea and Vision?

asking for a coder can usually be done and from what I have seen alot of these guys are always willing to help

You need standard or pro version. either one lets you into builder mode. pro lets you create standalone gadgets.
