How TO GET Toolbar Icons

Okay there has to be someone out there that can tell me how to get the toolbar icons loaded onto my windowblinds to run on Explorer. I am not a genius so be kind. I download the toolbar icon package but when i access the window blinds window and click My Toolbars all is there is the defaults... HELP ME

Normally, you would download the toolbar icons > end up with a ".wba" file > double-click the ".wba" file > receive a message saying the appears to be no .vis file (ignore this messaage) > start WindowBlinds > click My Toolbars category > see new set listed.

Are you doing anything different than the procedure above, and is the downloaded file a ".wba" file?
