None of the Suites I've Downloaded Work

To start with, you will need one or more of the programs installed on your computer (WindowBlinds, IconPackager, DesktopX, etc.).
If you are downloading from the Suites library, you will also need Theme Manager installed.
If these are installed, you might try using this method to download:
Right-click download link > select "Save Target as.." > when the Save as dialog box opens, use the "Save as type" drop-down list at the bottom of dialog to choose "All Files" > save to say My Documents.
This will keep the original file extension intact after download, which you can then double-click to install. The program responsible for applying that theme or suite should then be invoked and start automatically.
Follow the prompts to apply.
These are general procedures for the more common programs, so without more information is the best I can do.
If this is not helpful, please leave some more information and someone is bound to have some good advice.
Note - with WindowBlinds installed, the Appearance tab in Display Properties will show skins in the Windows and Buttons list, which you can select and click Apply.
