Updating preview pic.

Just updated preview pic for one of my logons as the notice in bottom right corner in org. pic. is not in logon. This I have already done for another logon, and preview pic updated within a few min. This time the logon has been put to awaiting moderation for just preview update. Is this what should happen or is it a quirk ?
