UH HELP?

hi im sorta new and i have a question. i downloaded the encoded VS for window blinds right, well when i go to apply it everything seems to go well untill i open up the start menu and such. the hovering animation seems to be malfucntioned, i get a black bar going across w/e im hovering over in the start menu, same thing goes for apps and other window explorer menus. does anyone know why this is happening? ive tried unloaded and reloading, uninstalling and reinstalling, nothin seems to fix it at all. please help me, i will greatly appreciate it. thanks
