Logon Help

You have probably seen cool logons like GT3 and the new LongHorn ones, right? With the setup where the main menu thing is in the middle with a scrollbar and just below it is the Power button?
Well, I have no clue how to do that, and I would love to use that kind of style in a Theme I'm gonna make.
If anyone has an idea of how to make something like that work, I would really appreciate it, thanks!
