change ALL icons in windows ?

I'm using the Cryo64 icons in IconPackager. I've seen some issues which this application:
1. even though a default file icon is in the package, the default icon from windows\system32\shell32.dll is used for unknown file types (for example a .003 file from winrar)
2. not all file types which can be found on the computer appear in the file window of iconpackager
3. just some of the control panel icons are changed, others do not appear anywhere in iconpackager (so it for example possible to change the icon for printers but not software).
4. In the classic start menu partially windows icons are used
So my question: is there a way to really change ALL icons in windows using iconpackager ??

What he is saying is that despite some file being modified in the IP package, the modification does not apply.
It happens frequently with files associated to a particular application like PDF (and acrobat installed), media files, zip, etc
IP is not able to override the application icon

Thanks for the answers. So I figured out that in fact you can add all registered file types to the file window in the IP and then change any file icon you would like. But if there are too many file types, then the application sipmly crashes when you try to save the package!
It would be interesting why the windows\system32\shell32.dll,0 icon is used instead of the default file icon of IP.
My impression is that the software is quite buggy.
Hopefully in the new version it will be possible to also change control panel and taskpane icons.

When will there be a Iconpackager version that works with X64? Cause when I use Iconpackager in X64, only desktop icons changes:-(

I believe the new Icon Packager version 3 will be capable of changing even more icons than version 2.5 can currently change.
Version 3 is in the works and should be out as soon as the final bugs are worked out.
As for your Cryo64 package, that pack is not as comprehensive as some available (i.e., Utopia pack by Mormegil).
The more icons (especially file type icons) that are made for the pack, the greater the number of system and file type icons can be changed by Icon Packager.
To the best of my knowledge, the current limitations in the full version of Icon Packager 2.5 are some of the control panel icons, a couple icons in the taskpane of say "Save as" dialog, and of course Program Icons - which are supplied by the company who wrote those programs.
You can change some of those program icons individually if you wish, by going to "C:\Documents and Settings\All Users\Start Menu\Programs" folder (where "C" is the letter drive > right-click on the program icon > select Properties > Shortcut tab > Change Icon.. button > Browse to ".ico" image > select and Apply.
For some programs, the "Change Icon..." button may be greyed out - in this case, if you still want to change the program icon, you would need to create a new shortcut in the "C:\Documents and Settings\All Users\Start Menu\Programs" folder which allows you to change the icon image. Note - this will give you a modified icon and the original default icon in the menu.
If you remove the default program icon (which you would want to do if you want the modified one associated with the program), you will want to save the default icon to a backup folder, or use the program install disc to restore the default "Start Menu > All Programs" icon for the relevant program.
I hope this answers some of your questions.
