How to create a BootSkin

Hi, I was wondering how to create a bootskin. What program do I use and how do I make it work with BooSkin?

Must be the bitmaps 640*480 & 22*9 in size? I wonder where can i change the color depth in photoshop or how to set the bitmaps into 16 colors, The link given above is not reachable.

And remember: Both bitmaps need to be ONLY 16 colors (4bit), ANY 16 colors, but both the SAME 16 colors. I do this by creating the bitmap with 16 colors in favorite program, then creating progress bar INSIDE the background (screen) and then cutting it out to be 22x9.
