Start bar on top?

ok i know this may be a noob question but, i just downloaded windows blinds and i wanna get my OS tiger theme so that the taskbar is on the top rather then the bottom of the screen. any help would be appreciated. thanks guys

You should just be able to drag the whole thing up there, just make sure it isn't locked.
