Classic Menu error

I've read previous posts regarding IPs inability to apply the OS icons, OK I understand that, but even in the 'non classic' menu state I still don't get the icons changed. IP doesn't show the icons in the preview either, although some packages do change the OS Icons and also show them in IP. The set I want to use is Pirate OS but this won't change the OS icons. I've recently re-installed Win XP + SP2. Hope this makes sense. Can anyone give me any suggestions as to whats going on and how to overcome this. Many thanks.
