Unable to use logons

Can Anybody please help me
I have downloaded some logons from wincustomize.com in the form of zip files it contains
some bmps,a configuration file named as theme.ini, a UIFILe.OLDLAYOUT I don't know how to install it or use it

If the files your downloading are .zip files you will need to check out this thread for instructions on how to deal with that.
